People With Learning Disabilities In England

The Learning Disability Team at Public Health England is committed to producing an annual report on the situation of people with learning disabilities in England. The Centre for Disability Research has produced two of these in the past, in 2005 and 2008.

We have now published four of these annual reports. Each brings together information on the characteristics of people with learning disabilities, the services and supports they use and their carers. The most recent covers the year 2013 and can be downloaded here. Previous versions of this report can be downloaded from this page.

The 2013 report is supported by an update of the IHaL Health profiles. As far as possible we have aimed to provide local versions of the information on each topic covered.

This information is collected by several government departments, reflecting their different responsibilities. Most of the information is publicly available, though in a wide range of different places. The aim of the report is to provide, in one place, a concise summary of all the information and links to the key data collections where more detail can usually be found.

The report has sections on health, education, adult social care, employment, benefits and carers. Over one million people in England have learning disabilities. Information collected by government departments provides a valuable snapshot of the services and supports they receive. The report highlights real progress in some areas and the clear need for further progress in others. It also highlights the huge gap between what information is currently collected and what information needs to be collected to really monitor the outcomes achieved by the NHS, social care and public health services.

There are seven easy read summaries to accompany the report covering the following topics:

  • Abuse

  • Employment and benefits

  • Health services

  • Mortality

  • Support

  • Where people are living

  • Education

These easy read summaries can be downloaded here.
